Work­ing field:

The holder of the pos­i­tion has the oppor­tun­ity to work within a mul­tidiscip­lin­ary, inter­na­tional team, focus­ing on health sys­tems, health ser­vices research, health eco­nom­ics and health tech­no­logy assess­ment. Work­ing in the field of health care man­age­ment will provide the optimal con­di­tions to develop expert­ise in health ser­vice research and health eco­nom­ics. The work can be com­bined with a doc­tor­ate degree and other advanced stud­ies.
The Depart­ment of Health Care Man­age­ment is look­ing for sup­port for a pilot of the health sys­tem per­form­ance assess­ment (HSPA) of the Ger­man health care sys­tem. The health ser­vices research pro­ject is fun­ded by the Fed­eral Min­istry of Health and is sup­por­ted by an advis­ory board of stake­hold­ers and insti­tu­tions of the Ger­man health care sys­tems (for instance the Robert Koch- Insti­tute) that is sup­port­ing the pro­ject team in gain­ing access to data and con­sequent data eval­u­ation.
Spe­cific­ally, the main tasks of the pos­i­tion holder will include the fol­low­ing:
  • Lit­er­at­ure research of national and inter­na­tional HSPA-ini­ti­at­ives
  • Eval­u­ation and empir­ical ana­lysis of national data along a stand­ard­ized set of indic­at­ors for the Ger­man HSPA (for more inform­a­tion please con­sult the feas­ib­il­ity study on the Ger­man HSPA under Röt­tger J; Spranger A; Eck­hardt H; Achstet­ter K; Busse R, 2019: Ergeb­nis­bericht der Mach­barkeitsstudie zur Mes­sung der Leis­tungs­fähigkeit)
  • Help and co-man­age­ment of pro­ject meet­ings
  • Pub­lish­ing pro­ject res­ults in inter­na­tional sci­entific journ­als


  • Suc­cess­fully com­pleted uni­versity degree (Dip­lom, Mas­ter or equi­val­ent) in a pro­ject rel­ev­ant dis­cip­line such as medi­cine, Pub­lic Health, stat­ist­ics, epi­demi­ology, social sci­ences or eco­nom­ics is required
  • Very good know­ledge of Ger­man and Eng­lish is neces­sary
  • Basic know­ledge of stat­ist­ical meth­ods and related soft­ware pack­ages (Stata, SAS, SPSS, or R) is neces­sary as well as the will­ing­ness to advance this know­ledge
  • Exper­i­ences in ana­lyz­ing sec­ond­ary health care data, or sur­vey data in the Ger­man health care sys­tem is neces­sary
  • Interest in related ques­tions around HSPA and the sys­tem­atic eval­u­ation of per­form­ance of a health sys­tem is neces­sary
  • A secure and self-con­fid­ent style of com­mu­nic­a­tion with our pro­ject part­ners is neces­sary.
Bey­ond these enlis­ted require­ments, the fur­ther skills are advant­age­ous:
  • Work­ing exper­i­ence in one of the rel­ev­ant insti­tu­tions of the Ger­man health care sys­tem (for instance Robert Koch-Insti­tute; sick­ness funds, KBV etc.)
  • Exper­i­ences with inter­na­tional insti­tu­tions that are deal­ing with HSPA and related research ques­tions such as OECD, Euro­stat or WHO
  • Exper­i­ence in writ­ing sci­entific pub­lic­a­tions
